FOR GENERAL RELEASE
By reason of the special circumstances, and in accordance with section 100B(4)(b) of the 1972 Act, the Chair of the meeting has been consulted and is of the opinion that this item should be considered at the meeting as a matter of urgency because the new Executive Director position is due to be advertised immediately and the title and emphasis for that role need to be correct in the job pack.
Note: The special circumstances for non-compliance with Council Procedure Rule 3, Access to Information Procedure Rule 5 and Section 100B(4) of the Local Government Act 1972 (as amended), (items not considered unless the agenda is open to inspection at least five days in advance of the meeting) were that the advertisement/recruitment is required urgently.
1. PURPOSE OF REPORT AND POLICY CONTEXT
1.1 The report seeks approval for a change of name for the role of the Executive Director for Neighbourhoods, Communities and Housing,
2. RECOMMENDATIONS:
2.1 That Committee agrees to change the title of the current role of Executive Director for Neighbourhoods, Communities and Housing to Executive Director for Housing, Neighbourhoods and Communities.
2.2 That the change in name be effective for the purposes of advertisement to the post and the commencement of the newly appointed Executive Director.
3. CONTEXT/ BACKGROUND INFORMATION
3.1 An advertisement and job pack is due to be published in relation to the current role of Executive Director Neighbourhoods, Communities and Housing. In order to reflect the balance of functions covered by that role and the Council’s priorities, it is proposed to place ‘Housing’ first among the list of functions in this job title. The intention is for this to also be reflected in the Council’s constitution as the Directorate name.
3.2 This change, along with the detailed information to be contained in the job pack, will ensure that prospective candidates have a clear understanding of the role.
3.3 Changes to the Scheme of Delegations for Officers as set out in the Council’s constitution are required to be approved by Policy & Resources Committee.
4. ANALYSIS & CONSIDERATION OF ANY ALTERNATIVE OPTIONS
4.1 The alternative options would be not to change the Directorate name or to change it in a different way. However, the change proposed meets the objective of ensuring clarity of emphasis for both prospective candidates and the Directorate.
5. COMMUNITY ENGAGEMENT & CONSULTATION
5.1 In view of the tight timescales to advertise and recruit to the position and the internal focus of the proposed change, which will not impact on services users, no engagement has been undertaken.
6. CONCLUSION
6.1 Committee is requested to approve the change in Director and Directorate title for the reasons outlined in the report.
